Add new Xiaomi policy changes. (#64)

* Add new Xiaomi policy changes.

Starting January 1, 2025, you will only be able to unlock one device per year.

* Xiaomi: Improve writing of policy changes.

Move link to the bottom, also changing it to a post instead of a screenshot. Improve writing and change to past tense, as it's already January 1st in Beijing time and the change should be live now.

* Xiaomi: Merge policy update into the main body.

* Xiaomi: Change the link to the article describing the policy change.

* Xiaomi: Move policy changes into the requirements list.

And it gets even better! As people have found it the hard way [in the xda forums][community-app-cap], there is a cap on the amount of people who can request per day inside the Community App, and it gets filled pretty much instantly, so your only chance to make a successful request there is if you get lucky spamming the request at midnight, Beijing time (or whatever that is in your timezone).

(the one descibed in the "good old MIUI days" section above).
As the "1 device per year" policy is shown in the Xiaomi Community app when applying for unlocking HyperOS devices, this shouldn't affect devices running MIUI, however it's still unknown whether or not they are affected too.
